Trip Tickets “ Carnet de Passage (CPD) “ service rolled out on MOI’s smart services in cooperation with Automobile and Touring Club of UAE

In cooperation with the Automobile and Touring Club of the UAE, the Ministry of Interior rolled out the Trip Tickets Carnet de Passage (CPD) online service through the Ministry's smart services platform on its website www.moi.gov.ae or its smart app (moiuae). The service is also available through the Club's online services. The new rollout will be added to the list of smart services provided by the Ministry in cooperation with the Club, such as issuing international driving licenses.

The Ministry of Interior is keen on strengthening partnership with the Automobile and Touring Club of the UAE as part of its strategic cooperation in developing and providing common services through smart platforms at the highest standards to ensure customer satisfaction. 

The Ministry of Interior implements the strategy of service digitization by turning international driving license services and CPD into electronic services on the Ministry’s website and smart app. In this way, the UAE is the first country in the world to launch a full-fledged CPD electronic service. 

The service is provided in two phases: the request is submitted through the Ministry’s applications, and payment is either made directly or through depositing a bank guarantee with electronic payment authorization. The CPD is then issued by the Club and mailed to the applicant or handed to him when he visits the Club.

Lt. General Saif Abdullah Al Shafar, Undersecretary of the Ministry of Interior, highlighted the ministry’s willingness to provide smart services to the public. This approach is adopted in accordance with the directions of the UAE government as it seeks to enhance its global position as one of the best providers of comprehensive and smart services. He indicated that the partnership with the UAE Automobile and Touring Club is part of this approach. 

H. E. Mohamed Bin Sulayem, Chairman of the UAE Automobile and Touring Club and Vice President of the International Automobile Federation (FIA), stated that the UAE excelled in terms of developing mobility services worldwide through the FIA and the International Tourism Federation. The UAE, from among 171 other countries, obtained the first concession to develop and create official unified website for the carnet de passage. It also came first in international license online requests and was the first to launch smart services since 2016. These efforts made the service available to valued customers during the Covid-19 pandemic, thanks to the partnership with the Ministry of Interior and the mechanism put in place to transform services to be available online even on the official website of the UAE Automobile and Touring Club. 


The Carnet de Passage en Douane, or CPD, is the international customs document which covers the temporary admission of motor vehicles. The CPD is still required in numerous countries around the world for the temporary admission of private automobiles, commercial vehicles or other categories of motor vehicles.

The CPD, created in 1911, first entered use in 1913 as a document serving to simplify customs formalities for motoring tourists and travellers.

The CPD is used within the framework of the United Nations Customs Conventions of 1954 and 1956, which cover respectively the temporary importation of private and commercial road vehicles. The CPD also forms part of the 1990 Istanbul Convention, administered by the World Customs Organization. Under these international conventions, the CPD facilitates the temporary importation of motor vehicles by providing security for the payment of any customs duties and import taxes chargeable should the vehicle not be re-exported.
